Finding new magicians in a country out to kill you is like a very extreme version of tag. Garth's relatively sure he can fight his way out if he needs to but the Star Order–a group wholly against magic (ironic as they use blood magic)–are tough opponents and seemingly everywhere. It's hard to dodge them when his own group is severely outnumbered.
